I've actually wondered that myself a number of times, Angela. But I am reassured because they are expected to adopt WCAG2 for the technical portions of the regulation. One of the features of WCAG2 is that it is technology agnostic, so there aren't things that are likely to get outdated by new software versions. Technology-specific advice is in the success and failure criteria, where they can be updated more quickly and easily.
Of course, 508 Refresh still isn't done - there's still opportunity to despair! [grin]
