Yes, this is just one more step along a very long process that began in 2006 when the Access Board created the Telecommunications and Electronic and Information Technology Advisory Committee and gave them the unenviable task of coming up with a new set of standards that everyone could agree upon. It took two years for the Advisory Committee to issue a report and another two years before the first draft of the "refresh" were published.

But unlike many regulation revision activities in the federal government, this one is actually moving, albeit slowly.

The draft rule being reviewed by OMB is not yet posted - it's not allowed to be until OMB reviews it. It then gets published for public viewing and comment, as a Notice of Proposed Rule Making (NPRM).

The 2011 version was the one they posted as an Advance Notice of Proposed Rule Making (ANPRM). That will likely have changes made based on the hundreds of comments that they received in that phase. There has been no "news" since then as they were reviewing the comments and (presumably) re-drafting.

I must say I find the announcement confusing. My read is that

is the proposal in question which is now under review—is that correct?

Then, I haven't picked up news about these updates here nor on W3C lists… do we owe this what seems to be a closed and non-public process?
