To me, the important question with WCAG 2.0 is always: does it pass the
success criterion? Yes, they may not be using actual <label> elements,
but does their current markup still provide a name to those controls? As
the title attribute forms part of the accessible name calculation
http://www.w3.org/TR/wai-aria/roles#namecalculation_header I'd say this
does pass the SC (keeping in mind that techniques are only informative,
while the actual WCAG 2.0 SC are normative).
