Any official clarification on Text-only zoom and RWD?

Is there an official/legal opinion on whether browser zoom to 200% is sufficient even if text-only zoom to 200% does not work? I recall that w/ so many sites being Responsive the fact that you can zoom text to 200% using media query/layout changes was enough but all of the info I've been able to find appears to be industry opinion. Does anyone know of any official clarification for 1.4.4?
