The problem is that WCAG does not define the terms "keyboard focus indicator" or "visible". They have definitions in other success criteria. I think that leaves it open to interpretation. If you say it's not "visible" then it's not right? Everyone else has a different opinion on what's visible or not visible.
2.4.7 Focus Visible: Any keyboard operable user interface has a mode of operation where the keyboard focus indicator is visible. (Level AA)
