The client is saying there are no options for the caption background - it is what it is, and the Vimeo Help pages seem to support this view. A little research suggests that some user agents (specifically iOS) provide the ability to change the caption styling but I don't know if this is the case with other user agents. It makes sense to me that it should be set at the operating system level rather than being the author's decision.

From a usability perspective, I agree with you, but what they have now is not an accessibility issue, although the translucent background could be distracting for cognitive impairments.

I like it when videos let me choose the captioning colors, or at least give me a few choices. Would that be an option for you? Could you have an opaque and translucent option for captions? For readability, it might be better to use less technical terms and call the options 'solid background'
and 'see through background', or something like that.
