should you override the user's setting of smooth scrolling?

I think this is more of a UX issue than an accessibility issue, but if I
turn off smooth scrolling in my browser because I'm sensitive to motion,
such as turning off parallax effects, but a page has javascript to force
smooth scrolling, is that an accessibility issue? It might fall under
2.3.3 in WCAG 2.1. If not, it still doesn't feel right.
