Subject: should you override the user's setting of smooth scrolling?

I think this is more of a UX issue than an accessibility issue, but if I
turn off smooth scrolling in my browser because I'm sensitive to motion,
such as turning off parallax effects, but a page has javascript to force
smooth scrolling, is that an accessibility issue? It might fall under
2.3.3 in WCAG 2.1. If not, it still doesn't feel right.

I'd say it applies, as it's an animation (the smooth animated scroll)
from interaction (using mouse wheel / scroll event / SPACE bar /
clicking an in-page anchor / etc.)
