Since a survey system lets you generate content (ie, a CMS), it should
follow ATAG <https://www.w3.org/TR/ATAG20/>

Both the tool itself needs to be accessible (part A) and the content you
generate needs to be accessible (part B). This is probably stating the
obvious for most of you but there are some new people on this list that,
while perhaps familiar with WCAG, might not be familiar with ATAG.
