I think, back to Patrick's point, the glow may need to be thicker. I'm having a hard time seeing the glow test on Safari, but the last "We have the same contrast ratio" shadow effect of the WebAIM example is quite easy to read on all three browsers (Firefox, Chrome, and Safari). Of course, as Patrick mentioned, it's hard to really confirm without a visually busy image (assuming this text is going over an image, you would want to come up with a few images where you could really test the thickness of the glow). I would ask the customer for a few sample images they might use or pull a few off the web that you think may be good gut checks of the glow. A manual test is always best.
