Thanks for taking the time to help me thing this through!
The WebAIM example is an image, so cross-browser trouble doesn't come
into it. I have just put some glowing text with 2 different thicknesses
on an image. What do you think?

Of course, as Patrick mentioned, it's hard to really confirm without a visually busy image (assuming this text is going over an image, you would want to come up with a few images where you could really test the thickness of the glow). I would ask the customer for a few sample images they might use or pull a few off the web that you think may be good gut checks of the glow. A manual test is always best.
