Hi Barry,
I think this is appropriate on the home page of a website. On any other page, there will usually be a heading which gives the page title - what this page is about. Home pages are about the whole thing and the logo, or the name of the entity that is represented by the logo, is usually the whole thing. So it makes sense for the logo (with the text alternative being the name of the entity it represents) to be the main page heading, an <h1>.
