Persistent navigation menu

We have a persistent global navigation menu and there is a proposal to eliminate the menu when the user enters a flow of a process that involves multiple steps. I have concerns with this and think the main navigation should remain regardless of where you are within the site. I'm thinking perhaps it could be a failure of WCAG 3.2.3 Consistent Navigation? It just seems like that could cause confusion to some people when the navigation is suddenly gone and then suddenly reappears once the process (multiple steps of a flow) have completed.
