We have a persistent global navigation menu and there is a proposal to eliminate the menu when the user enters a flow of a process that involves multiple steps. I have concerns with this and think the main navigation should remain regardless of where you are within the site. I'm thinking perhaps it could be a failure of WCAG 3.2.3 Consistent Navigation? It just seems like that could cause confusion to some people when the navigation is suddenly gone and then suddenly reappears once the process (multiple steps of a flow) have completed.

Thoughts?

I don't necessarily agree. You are not changing the order of
components on the page, you are just removing a component on the page
altogether.
And there is a usability reason, I am guessing, because activating one
of the links in the menu will likely exit the process and force the
user to restart.
It's also an advantage for keyboard only users to get straight to the
content they need to interact with.
Perhaps you could offer a compromise by providing the header as a
collapsable menu (collapsed by default) on these pages.
