Allowing adjustments for timed events

I am working with our corporate training department on improving the
accessibility of our online training material. Recently, they created an
assessment with 100 questions and a fixed time to answer, with no
possibility to extend the time or pause the test. WCAG criterion 2.2.1
Timing Adjustable suggests various options to allow users to eliminate or
extend times. However, this should only be available to those who need it
due to a disability. While one could hide a selection to extend or eliminate
time by making it only visible via keyboard access (much like a skip link)
this does not help those who need the extra time (cognitive, dyslexic, etc.)
The purpose of the time limit is to assess one's knowledge (memory) and not
allow time to research answers.
How does one provide a method to allow those who need the extra time without
exposing it to those who do not?
