I am working with our corporate training department on improving the
accessibility of our online training material. Recently, they created an
assessment with 100 questions and a fixed time to answer, with no
possibility to extend the time or pause the test. WCAG criterion 2.2.1
Timing Adjustable suggests various options to allow users to eliminate or
extend times. However, this should only be available to those who need it
due to a disability. While one could hide a selection to extend or eliminate
time by making it only visible via keyboard access (much like a skip link)
this does not help those who need the extra time (cognitive, dyslexic, etc.)
The purpose of the time limit is to assess one's knowledge (memory) and not
allow time to research answers.

How does one provide a method to allow those who need the extra time without
exposing it to those who do not?

The platforms we use to provide testing, whether for student work or employee training, have test setup options to give an extended time to an individual students. In cases where we couldn't do that, we make a copy of the exam and set it up with the extended time for the individuals who need receive that accommodation.

We have a similar approach where students requiring extra accommodations are able to take tests in a separate proctoring center.

Same as above, if the time limit cannot be undone for everyone (for
example, quizzes and exams for our students), then the individuals can
receive it as an accommodation, by request through our disability services
or equal employment office. The system we use allows for this, so the
instructor can extend the time for individual test takers when asked to do
so in the settings. Otherwise, some special process would have to occur to
give that person access to an extended assessment.
