Nothing in WCAG prohibits links being the same color as surrounding body text so long as the link is differentiable by something other than text color – optimally the underline. For usability, a different color is a good idea – and optimally one that is conventional (usually meaning blue) and that presents similar or higher contrast than the surrounding body text.
