That seems reasonable - it's a bug with their Android app and not uncommon by the sound of it. I'm very wary of saying that it's a non-comformance too Steve however, the customer is one of those we'll do WCAG first and only others if we can. If it were a missing text in both I'd still be struggling however as it's not in the letter of 1.3.1, and it's not 1.1.1 but clearly a failure of the spirit of 1.x Perceivable.
