Having gone through the training and gotten the Trusted Tester certification this is how I understood that:

On some media players they'll have a gear icon that is on the same level as stop, play, and only upon clicking that gear icon do you reach a branched choice for closed captions or something else like speed or resolution.

It might be helpful to think of those core player controls as heading level two use in documents and web sites. One shouldn't bury the closed caption, audio description and other essential controls in something that is the equivalent of an H3, H4, or H5 depth to utilize.

If you look at Able Player, which Trusted Tester makes use of, then you'll see how the core accessibility controls are within easy, first-level reach rather than having to go through second and third level branches to toggle those on and off.

Vimeo does a horrible job as far as accessibility goes for content creators and users.

YouTube does ok on some accessibility features but still hasn't stepped up despite all of their resources, to add in an audio description option.

Look at the player controls in AblePlayer to guide your best practice standards.

I have a question about the Trusted Tester 503.4.1-caption-control 17.E<https://section508coordinators.github.io/TrustedTester/media.html>. It says, "User controls for captions are provided at the same menu level as the user controls for volume or program selection." Just so I'm clear, what does this requirement mean? Does it mean the CC and Volume buttons "functionality" to adjust the volume, mute or unmute and the ability to turn the captions on and off is immediately available on the control panel and does not bring up a pop-up window? I have some examples below:

Figure 1 Vimeo player control panel on an embedded video has a Volume and CC button.

When you press the CC button on the Vimeo player in the screenshots above, and it opens a dialog box where you can choose "Off" or "English (auto-generated) CC", is that a failure of Trusted tester 503.4.1-caption-control 17.E? If so, is there a list of video players that meet the criterion that I can share with our vendor?
