A line has to be drawn about what is and isn't under the control of *web
content* authors. For things that are outside of their direct control
(things like the browser's own UI, its own widgets, things like the File
dialog, etc) we're not talking *web content* anymore, in my view. We
then fall back on (also fluffy and vague) concepts like "accessibility
supported" https://www.w3.org/TR/WCAG22/#dfn-accessibility-supported I'd
say - which can then be used to justify the more radical "they simply
shouldn't be using that particular approach/technology then" answer.
