I'd add a link to a PDF reader/viewer as well so that the PDF doesn't open automatically in a browser even when downloaded. End users can then set the PDF reader/viewer as the default instead of the browser.
They may also need to go into their default browser and turn off opening a PDF in that browser. Each of the browsers (Edge, Firefox and chrome) have instructions on how to do this.
They don't make it easy!
