Quick question on zoom testing

Hi All,
I was recently asked a question by an old friend that I could not answer
with confidence.
He develops on a Windows desktop with a large display. He prefers to keep a
browser window open on the side with custom dimensions.
He asked if he could use such a browser window to do some initial zoom
testing by adjusting his browser window to have the default viewport of a
smart phone. He has a Web page with a script that writes out the current
viewport size. So he can keep resizing his Windows browser until he gets a
match of a default small screen viewport.
All I could tell him was that he would have to follow up with regular smart
phone testing.
Does his approach have any merit?
