speech output tools for scanned documents

Our library is looking into programs that will convert printed documents
into speech output. They are currently looking at OpenBook from Freedom
Scientific, TextBridge Pro 11, and Omnipage Pro 14.
The ability to save the audio files or import the text into Microsoft Office
programs is attractive to the library staff, but budget is limited. I would
like to know of any recommendations and preferences that you could share.
