Tagging table elements with the touch up tool in Acrobat 6 Pro

I have read the directions on the adobe site (page #69 of this URL):

However, I am still having some trouble getting this to work correctly.
What the problem is, is that each time a <table> tag is read in the
accessible pdfs, the Jaws reader, reads: "Table with 0 columns and 0
rows". The documentation above describes how to adjust this, however
when I try to implement these techniques, the table is still not reading
correctly in Jaws.
Do I apply this to each <td><th> tag in the table? Or, do I just apply
this to the <table> tag? Or, just apply this to the <tr> tag?
How does this touch-up tool help to assist in reading a table better? Is
it reading out the columns and rows? Are there any other features I
could be implementing?
