web project advice please

Hi.
okay the main reason for using flash, frames, css and java script.
is that part of the course is to develop the visual aspects of the site,
doing side script programming in html, css, and java script.
and possibly using accessable flash, or frames for people who will have low
vision, and other congenative dissabilities.
