Frames are a bad idea if you are worried about accessibility and
usability.

As for redistributing music files, that's a copyright issue and is legal
in nature, so this isn't likely the place to ask that kind of question.

If you want specific feedback on accessibility, post your web site to
your server, and then send us the link and we can then provide feedback.
