need info about australian web accessibility standards

Dear all,
While searching information about Australian web accessibility standards and guidelines I happen to visit
http://www.agimo.gov.au/practice/mws/accessibility
I am trying to understand Australian accessibility guidelines; I have few questions
a. Accessibility requirements for all states/provinces in Australia are the same or they differ according to region?
b. If they differ where can I get state/province wise details?
c. If a website follows AAA compliance guidelines(coding checklist); will it be termed legally accessible according to Australian accessibility legislature?
