I was going to send a further clarifying message, but didn't. This brings it up though:
I use "keyboard navigation" as a synonym for non-mouse, non-pointing-device style (including head wands and similar) interaction. AFAIK even sip & puff, switch activation, etc actions effectively are translated to keyboard commands at the OS/driver level, so they wouldn't make any difference in this context.
