With PowerPoint 365, there is a new Reading Order pane that allows you
correct the reading order without messing up the Selection Order (or view
order) of when objects appear on the screen. Before this version there was
only the Selection Order way to fix reading order.

That's not quite accurate while you do have a reading order panel. It does, in fact change the section pane order as well.

Changing the reading order didn't used to change the selection panel order, although it does now. If you're using an old version of Office, such as 2016 or 2019, it's possible that the two reading orders will not be linked. I don't know when that changed.

With PowerPoint 365, there is a new Reading Order pane that allows you correct the reading order without messing up the Selection Order (or view
order) of when objects appear on the screen. Before this version there was only the Selection Order way to fix reading order.

I would say not to nest things within figure tags. Just keep in mind that screen readers/assistive technology interpret things linearly. So, things are read from the top down. Potentially nesting any tag (a list) within another tag (a figure) makes it invisible from the accessibility tree in the PDF document. It will be skipped over.
