I very much doubt it can, with any accuracy anyway.
Maybe it makes an approximation of implied structure based on certain
text size contained within the document?

However, where tools like this are useful (if they work) there is still
a need for quality control and human assessment. I don't like the sound
of purely automated tools producing rubbish documents (am not implying
that this is the case here).
