bookmark hyperlinks and accessibility

I am working on a web based application and one of the conditions is to make
it as Accessible as possible. I am having trouble with
<a Name="content"></a> with hyperlink bookmark tag.
I have two in one page, and for some reason, it keep going to the second one
not the first one, when user clicks on that link for instance
<a href="#content">Skip to main content</a>, when they click on it, cursor
goes to the second bookmark on the page not to the one where it is intended
to be going. One of my questions is where should the closing tag be placed?
and anybody know why this is happening?
