Flash question: shortcut key

Andrew,
1. In Flash one has to program the "Alt" (or combination of modifier keys)
in the actionScript while assigning a shortcut key for a button, right? The
accessibility panel only allows one to notify the user of the shortcut key,
correct?
2. Do WinEyes 6.1 and JAWS deal with the shortcut keys as expected? I am
told they seem to work reliably when screen reader is off.
