You can edit the HTML in Dreamweaver (or any editor) after the layers are
created and reorder the DIVs to allow AT to read in a logical order. In
fact, you should always do that. Of course, this requires some knowledge of
HTML.
I do not know of any other way to reorder the DIVs in Dreamweaver, though
that could be a useful enhancement.
