Accessible online financial transactions

Hello all,

A Canadian non-profit client is requesting that users be able to register
and pay online for an upcoming conference. I'm new to both accessibility
design and also e-commerce, I'm afraid. In the research I've done so far, I
haven't found any service that I can be sure is accessible. I thought I'd
ask on this list whether any of you have any suggestions or recommendations
on products or services I can check into.
(Maybe there aren't any!) I really don't think the client will have the
budget to do a custom build to meet their needs.
