The presence of thead or tfoot has no impact on whether JAWS thinks
it's a data or a layout table. As near as I can tell, the only thing
it checks is for any cell with more than 151 characters or
DataTable="1" (which nobody uses primarily because it's not standards
compliant).

I find it interesting (in a depressing way) that we spend so much time
focusing in advanced accessibility with ARIA, etc. when we can't get
commercial AT to recognize even very basic accessibility properties in
HTML. Viva la NVDA!!!
