Jared,

We have identified another work-around and tested it in JAWS 9, 10 and 11. If the user turns layout tables on, rather than off as was suggested earlier, table reading commands and navigation will work on properly marked up tables that are ignored by JAWS because of the cell size issue. It may be possible to cue JAWS users by adding a single pixel gif with alt="JAWS users can repair table reading for this table by enabling layout tables in the verbosity dialog" This gif could be placed in the caption or the first header cell.

Of course they will want to turn off layout tables after they have navigated the table.
