Well, that's not quite true at least in Fire Fox, they show up as landmarks.

I believe people may be referring to the navigation sections. "Main Menu" and "Categories" look like they should be section headings, but are coded as simple text.

This site is not missing headings so I don't know what they mean. My take would be that they thought it was missing HTML headings but its
not.
