Sounds like a bug to report to Freedom Scientific.

Subject: [WebAIM] JAWS Say All loops in a Word paragraph
Is anyone familiar with JAWS Say All looping in a Word paragraph? JAWS
reads the paragraph down to a link at the end and then goes back to the
initial word at the beginning of the paragraph.
JAWS users did not have a problem when not using Say all.
Any suggestions welcomed.
