These are government documents. Sometimes they're created by government
employees, and sometimes by outside contractors or subcontractors.
Consequently, there is no way to guarantee that the two documents will be
kept together by the next "pair of hands" that processes the document.

And since the information might not be uploaded to a website or intranet for
several months in the future, there is no way that the folks creating these
files can know in advance where that Web location will be. If only we had
such a crystal ball from the IT and Web gurus!

That's why it's imperative that the detailed descriptions be included with
the master document.
