labels for form controls

All, Does anyone have ideas for a page with form controls
(http://polyglot.lss.wisc.edu/german/suggest.htm).
Is there a way to use the LABEL element without changing the current
appearance of the page. The current page has its labels (not coded as
LABEL) above the corresponding form controls.

I would appreciate any suggestions.
