Yep! I hate to do the Cassandra act, but I pointed this out when
priority-based compliance schemes were introduced in WCAG1, and nobody
cared to listen at the time. The result has been three years of confusion
about what constitutes a proper accessibility strategy -- including
the (IMNSHO) mess of Section 508. WCAG1 really provides a serious
disincentive to a rational accessibility plan.
