Web accessibility law in Asia

I'm specifically interested in information on the law and web accessibility in China and India. Is there any specific law covering the provision of accessible websites, or a broader law on equality that may cover web accessibility?

The few relevant links I've found on line have highlighted the lack of legislation, or are several years out of date, but it would be useful to have upto date thoughts andor links on this if anyone can help.

The following link (PDF), mentions that as of 2009, China had no accessibility law relating to websites, and whilst China had signed the UN Treaty of 2007 on the rights of disabled people, but had not (at the time of writing) ratified it.
