Frame links changing focus.

In a left (navigation) and right (content) frame site, a link in the
content frame causes both frames to reload. WCAG checkpoint 10.1 says:
"Until user agents allow users to turn off spawned windows, do not cause
pop-ups or other windows to appear and do not change the current window
without informing the user."

How do I inform the user that the current window focus is about to
change? And if I do it here, do I also have to do it for all the left
navigation items that reload both frames?
