According to a presentation sponsored by SSBBART last Fall, we still have additional steps to go.
The next step for The Access Board is issuing a "Notice of Proposed Rulemaking" (NPRM). (The previous ones were "Advanced Notice of ..." or ANPRM.) After publishing the NPRM in the Federal Register, there will be another Public Comment period. Those comments will then be analyzed and they will develop the "final rule". Then there is a " final regulatory assessment", after which the "Final Rule" will be posted in the Federal Register. The effective date will be in the Final Rule.
If the rules indeed do not go into effect for another 12 months after that, then I think late 2014 is more likely.
