Header confusion

Question:
In WCAG 2 I assumed that H levels were as always can't skip an H level. However at:
http://www.w3.org/TR/WCAG-TECHS/H42.html#H42-ex2
This example implies you can skip a level to provide importance to and area of content. So, in the example, the left column and right column are H2 and the center column is an H1 since it has more importance.
Is thais allowed? The example would suggest it is. And if that's true, it would really help us assign semantic importance to main content that isn't5 the first content on a page in the reading order (as in the example).
