Rick,
I'm going to duck the question of what WCAG allows, but share instead what users have told me. There's almost universal agreement that it's best if the content order and the headings hierarchy match up, but that what matters most is that the headings hierarchy is correct. The order becomes more important for large, complex pages, with many levels of headings.
