For clarification, is this limited to HTML forms, PDF or both?

I will look for examples, I have reported similar problems to FS.
One thing that I noticed. This consistently happens to me when Outlook
(2010) is open, it seems to somehow affect Jaws virtual buffer. Is
there any chance you are only experiencing these issue with Outlook
open on the same machineÐ
I doubt it, but since this seems relevant I wanted to point it out.
