I always use the full email address as text for a mailto link. I also never link an email address unless it's a mailto.
<a href="mailto: <EMAIL REMOVED> ">Email Art Department</a> doesn't make it clear what will happen when you click that link. Will it open a mail program or will it go to a contact form?
<a href="mailto: <EMAIL REMOVED> "> <EMAIL REMOVED> </a> makes it obvious that this is not a "normal" link and that you should expect something different. It also exposes the email address to a sighted user that would like the email address but doesn't want to click mailto links (which usually open new program or window).
