Or change it in Safari's preferences, Advanced, "Press Tab to highlight
each item on a webpage" which then reverses the behavior, making Tab go
to links as well and Option+Tab skipping links.

Opera uses a completely esoteric set of keyboard controls: SHIFT+cursors
for "spatial navigation" (where the visual position of items is taken
into account, and you can move up/down/left/right and it'll try and find
the nearest other focusable element in that direction) and CMD+up/down
for the traditional tab/shift+tab of moving to the next/previous link.

Note that the upcoming webkit-based Opera 14 is likely to adhere to what
Chrome/Chromium does, which is to just use Tab/Shift+Tab like any other
browser.
