I have nothing to do with the course myself, but keep in mind that it is being run by Google, so it makes sense that they would want to promote and encourage use of their tool suite. I also know that lots of devs are Chrome users, so making these folks aware of what is available to them (as a start) for testing development for accessibility using Chrome is better than nothing. I definitely agree that this would not represent thorough accessibility work, but it's a piece of it.
Re the focus on blindness and visual impairment, lets hope Google launches other courses. For now, they've got this one up.
